SUBJECT: Consideration of an Ordinance amending Article X of Chapter Two, of the Lake County Code to revise the local procurement standards to State and Federal standards for public projects.
EXECUTIVE SUMMARY:
Pursuant to AB 2249 which amends the State of California Public Contract Code Sections 22020, 22032, and 22034 relating to public contracts, staff presents the following changes to the County's code of ordinance:

Exempt from bidding
Increasing the amount that public projects may be performed by County employees by force account, by negotiated contract, or by purchase order signed by the Purchasing Agent, Public Services Director, Public Works Director or Special Districts acting as purchase agent from $45,000 or less to $60,000 or less.

Informal bidding
Increasing the amount that public projects may be let to contract by informal bidding process from $175,000 or less to $200,000 or less.

Pursuant to the above threshold increase, during an informal bid process, if all bids received are in excess of $200,000, but less than $212,500, your Board may award the contract, by adoption of resolution by a four-fifths (4/5) vote.

Formal bidding
Increasing the amount that public projects may be let to contract by formal bidding process from $175,000 or more to $200,000 or more.

The adjustments to the Public Project Procurement limits shall become effective January 1, 2019.
