SUBJECT: Approve Agreement between the County of Lake and the City of Lakeport for Dispatch Services
EXECUTIVE SUMMARY:
The Sheriff’s Office has been providing dispatching services for the Lakeport Police Department dating back to the 1980's. Since 2005 the City of Lakeport has had an agreement with the County of Lake for dispatching services to include the following services: dispatching police officers for service calls, answering emergency and non-emergency phone calls for police related services, as well as maintaining specific dispatch related record entries.
The current agreement is outdated and does not cover all the needs for either law enforcement agency. For the past two years the City of Lakeport and County of Lake have been in discussions regarding a new contract. Additionally, since approximately June of 2018, the Lake County Sheriff has been providing additional dispatch duties outside of the current contract due to the needs of the police department. Currently the annual cost for dispatch services is estimated at $87,600.00. It is anticipated the increase for dispatching services will be $152,941.00. In the event both parties agree to extend the term of this Agreement, the annual compensation for those services described in Exhibit “C” shall be the Base Cost. Said annual payment shall be subject to an adjustment on the first of July of each succeeding year based upon the Consumer Price Index (“CPI”) for all urban consumers in the San Francisco area as published by the U.S. Bureau of Labor Statistics. The annual increase shall not exceed an amount equal to 100% of the Consumer Price Index (“CPI”) for all urban consumers in the San Francisco area as published by the U.S. Bureau of Labor Statistics. In the event that the basic index (CPI) decreases to a point of reflecting a negative figure for that year, no increase shall occur.
The Lakeport City Council approved this Agreement at its Meeting on December 18, 2018.
