SUBJECT: Consideration of (a) Agreement between the County of Lake and Quincy Engineering, Inc. for Engineering Services for Replacement of Wolf Creek Bridge at Wolf Creek Road; (b) Agreement between the County of Lake and Quincy Engineering for the Rehabilitation of Bartlett Creek Bridge at Bartlett Springs Road; and (c) Approve Agreement between the County of Lake and Quincy Engineering for the Rehabilitation of Middle Creek Bridge at Rancheria Road and authorize the Chair to sign all documents
EXECUTIVE SUMMARY:

On February 15, 2018, the Department of Public Works issued a Request for Proposals (RFP) for Engineering Services for Replacement of Wolf Creek Bridge at Wolf Creek Road (14C-0051), Rehabilitation of Bartlett Creek Bridge at Bartlett Springs Road (14C-0106), and Rehabilitation of Middle Creek Bridge at Rancheria Road (14C-0036).

One proposal was received from Quincy Engineering as a result of the solicitation. In accordance with Caltrans Local Assistance Procedures Manual (LAPM), since only one proposal was received, staff consulted with Caltrans to ensure their concurrence with the County's solicitation process and to secure their approval of a Public Interest Finding (PIF) request to allow the County to proceed with the selection process. Caltrans concurred that the RFP had been adequately advertised and publicized to the consultant community and approved the PIF. A Consultant Selection Board (CSB) reviewed the proposal in accordance with Chapter 10 of Caltrans LAPM and the County of Lake policy for review and selection of professional consultants, and determined that Quincy was well-qualified to perform the work. Subsequently, staff negotiated the proposed fees with Quincy and they have agreed that the fees for their services will not exceed the following amounts:
