SUBJECT: Adopt the Resolution approving the Standard Agreement between the County of Lake and the Department of Health Care Services (DHCS) for the period of August 4, 2018 through June 30, 2019 in order to fund the Crisis Counseling Assistance and Training Program (CCP) and authorize the Behavioral Health Services Administrator to sign the Standard Agreement.
EXECUTIVE SUMMARY: The federal Crisis Counseling Assistance and Training Program (CCP) helps individuals and communities recover from the effects of natural and human-caused disasters through community outreach, counseling, support, and psycho-educational services.
The Federal Emergency Management Agency (FEMA) implements CCP as a supplemental assistance program available to the United States and its territories. Section 416 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1974 authorizes FEMA to fund mental health assistance and training activities in presidentially declared major disaster areas.
This ISP grant will fund services that have already been provided and will continue to be provided to Lake County residents who have been affected by the River and Ranch Fires also known as the Mendocino Complex Fire. Lake County Behavioral Health Services (LCBHS) has partnered with Lake Family Resource Center to provide these services.
The CCP is comprised of three (3) funding terms:
Immediate Services Program (ISP) - funding for 60 days from the date of disaster declaration
Immediate Services Program Extension (ISP Extension) - funding for six (6) to eight (8)
weeks starting when ISP ends and extending until the RSP is approved
Regular Services Program (RSP) - funding for nine (9) months from award date
