EXECUTIVE SUMMARY:  (a) (b) (c): The Sheriff’s Office is requesting your Boards’ approval to purchase seven - 2019 Police Pursuit vehicles.  These vehicles will be marked patrol units and will be used in the enforcement division.

A request for sealed bids for a Ford Explorer SUV, Chevy Tahoe PPV and a Ford/Chevy to be used as unmarked vehicles was issued on October 28, 2018 and mailed to the following dealers:

Matt Mazzei, John L. Sullivan, Thurston Chevrolet, McConnell Chevrolet, Maita Chevrolet, Downtown Ford, Redwood Ford, Future Ford of Roseville, Future Ford of Sacramento, Hansel Ford and Sanderson Ford.   It was also advertised on the Record Bee and posted on both the County and Sheriff’s websites.

A spreadsheet is attached reflecting the pricing from each of the dealers that submitted bids.

The Sheriff’s Office is requesting approval to purchase Chevy Tahoe Police Pursuit vehicles.  A 4-wheel drive (4WD) vehicle handles differently than an all-wheel drive (AWD) vehicle. Lake County has many miles of dirt roads and trails.  In order to protect the public and respond to calls for service, deputy sheriffs often travel on non-paved roads and trails that are inaccessible without a 4WD.   An AWD vehicle is a capable vehicle, but the challenges that some of these roads offer are better handled with a 4WD vehicle; therefore, the Sheriff’s Office is selecting a 4WD vehicle to replace more of its patrol vehicle fleet. These vehicles will replace existing vehicles that have reached the 120,000 mile cap or are no longer serviceable.

The Sheriff’s Office is also requesting approval to purchase four (4) Chevy Malibu unmarked vehicles from Matt Mazzei.    Of the bids that were issued, five bids were received.   Although Platinum had the lower bid for a Ford Taurus, with the 10% local vendor preference, Matt Mazzei would be awarded the bid for a Chevy Malibu. 

(d): Two vendors submitted bids on the vehicle equipment.  Lehr and Precision Wireless, with Precision Wireless submitting the low bid.   The local vendor preference was not implemented in this case as the local vendor was the low bidder.  This purchase will be paid out of the Sheriff/Pursuit Vehicle Replacement Budget 2217/28.30.
