SUBJECT: Extra Item Not on the Posted Agenda - (a) Consideration of an Extra Agenda Item for the Reasons Listed; and (b) Consideration and Approval of a Grant Agreement with the State of California Fish and Wildlife Department in the amount of $27,500 for the Purchase of Oil Spill Prevention and Response Equipment; and Authorize the Director of Water Resources to sign the contract documents.
EXECUTIVE SUMMARY:


(a) This item is being submitted as an extra agenda item. The justification for this request to consider an item not posted on the posted agenda is:

Staff was made aware of contract execution deadlines last week, after the agenda was posted for today's meeting. With no BOS meeting next week due to the Martin Luther King holiday, there is a need to take immediate action before the next available agenda to ensure funding of the oil spill response grant.

(b) On October 2, 2018, your Board adopted a resolution to accept $35,000 in grant funds from the California Department of Fish and Wildlife, Office of Spill Prevention and Response for the purchase of oil spill response equipment and training.

The California Department of Fish and Wildlife, Office of Spill Prevention and Response has awarded the grant through two funding sources: 1) $7,500 from Supplemental Environmental Projects (SEP), and 2) $27,500 through the attached grant agreement.

The SEP funding has already been received. Upon your Board's approval of the attached agreement for $27,500, the Water Resources Department will purchase the oil spill response equipment and training from Global Diving and Salvage, Inc., a vendor approved by your Board on October 23, 2018.
