SUBJECT:                     Discussion and Consideration of Resolutions of Intention to Create (a) Zone of Benefit Clearlake Riviera Within CSA No. 23; (b) Zone of Benefit Buckingham Within CSA No. 23; (c) Zone of Benefit Riviera West Within CSA No. 23; and (d) Zone of Benefit Riviera Heights Within CSA No. 23

EXECUTIVE SUMMARY:

 

Presented for your Board‘s discussion and consideration are the above-described resolutions of intention which are designed to create a pilot program which will take a proactive approach to help protect the County roadways within County Service Area (CSA) Number 23 from damages due to wildfire. CSA No. 23 was created to maintain the roads within the geographic area of that CSA.

 

Wildfires are capable of destroying roadways and/or significantly decreasing their serviceability. As a result of nine major disasters in an approximate three-year period in Lake County, the County has experienced significant damage to its roadways, guardrails, and signage.

 

These proposed zones of benefit seek to establish a proactive approach for enhanced road maintenance in the form of preventative measures to protect the roads from the ravages of wildfire damage, the consequent impacts of that damage, and the extraordinary costs associated with road replacement and disaster-related repairs.

 

Wildfires are driven by a confluence of factors: weather, topography, and fuel load. It is only fuel load that may be susceptible to some level of preventative action. Therefore, the pilot program seeks to address the issue of hazardous vegetation which facilitates and fuels the spread of wildfire.

 

Ultimately, whether such a pilot program will proceed as described in any or all of the above proposed zones of benefit will be up to the will of the voters through the Proposition 218 process.

 

Recommended Action

RECOMMENDED ACTION:

 

If your Board is agreeable to the initiation of that process, each of the resolutions may be offered for passage.

 

(a) Resolution of Intention to create a Zone of Benefit “Clearlake Riviera” within CSA No. 23 to reduce the potential for Wildfire Damage to County-Maintained Roads.

(b) Resolution of Intention to create a Zone of Benefit “Buckingham” within CSA No. 23 to reduce the potential for Wildfire Damage to County-Maintained Roads.

(c) Resolution of Intention to create a Zone of Benefit “Riviera West” within CSA No. 23 to reduce the potential for Wildfire Damage to County-Maintained Roads.

(d) Resolution of Intention to create a Zone of Benefit “Riviera Heights” within CSA No. 23 to reduce the potential for Wildfire Damage to County-Maintained Roads.
