EXECUTIVE SUMMARY:

 

Pursuant to your Board’s statement of Intended Decision in the above matter on December 18, 2018, I have prepared the attached Findings of Fact and Decision to support your Board’s intended decision. At that time, there was a majority vote of your Board to deny the appeal (three votes to deny the appeal, one vote to grant the appeal, and one abstention).
