MEMORANDUM
TO: Board of Supervisors
FROM: Carol J. Huchingson, County Administrative Officer
DATE: February 12, 2019
SUBJECT: Consideration of Resolution Approving the Application for Funds Under the Budget Act of 2018 for Voting System Replacement
EXECUTIVE SUMMARY:
Governor Jerry Brown approved Assembly Bill No. 1824 State Budget Act of 2018 (Chapter 38) on June 27, 2018 for voting system replacement. Subsequently, Elections Code 19400 - 19402 was added to provide general provision related to the voting system replacement contracts.
The California Secretary of State has been delegated the responsibility for administration of the voting system replacement funds. The County of Lake has been allocated $246,000 for the replacement of our current voting system, which requires a dollar-for-dollar match. Additionally, $10,000 has been allocated for cyber security and $10,000 for polling place accessibility that do not require a County match. The State will reimburse the County based on claims submitted to the Secretary of State.
Lake County’s current voting system was acquired in 1983 and can no longer be supported.
In order to execute the agreement, the State requires that the Board of Supervisors adopt a resolution providing authority to enter into the agreement.
