SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Adopt the Resolution Approving the Sales Order and Services Agreement between the County of Lake and Cerner Corporation for the Purchase and Maintenance of the Cerner Integrated Behavioral Health System Known as Millennium for the Term of January 1, 2019 through June 30, 2026 and Authorizing the Behavioral Health Services Administrator to Sign the Sales Order and Services Agreement.
EXECUTIVE SUMMARY: Attached, for your approval, is the Sales Order and Services Agreement between the County of Lake and Cerner Corporation for the purchase and maintenance of the Cerner Integrated Behavioral Health System known as Millennium. By approving the Agreement now, it allows LCBHS to secure a time slot in the future to guarantee the integration of the two (2) Cerner Behavioral Health systems.
BACKGROUND AND DISCUSSION: As Lake County Behavioral Health Services (LCBHS) has been utilizing the Cerner Behavioral Health system known as Anasazi for a number of years, this was not sent out for Request for Proposal (RFP). LCBHS conducted an informal internal review of other systems and found it to be in the best interest of LCBHS to purchase and use the new upgraded system as the cost of other electronic health records were prohibitive and did not contain our mandated reporting requirements. The Cerner upgraded product meets all mandated State requirements as well as being more cost effective.
There are currently 33 counties within California that use Anasazi and 26 of these counties are scheduled to move to Millennium with five (5) other counties currently negotiating a contract to move to Millennium.
