SUBJECT: 10:15 A.M. - Discussion and Consideration of the efficacy of the Cannabis Cultivation Ordinance with possible direction to staff
EXECUTIVE SUMMARY:
Ordinance 3073, revised the Lake County Zoning Ordinance and established a permitting process for Commercial Cannabis Cultivation, Adult Use Cultivation, Qualifying Patient Cultivation and Primary Caregiver Cultivation. The Ordinance specified that “After a period of approximately 12 months from the time this Ordinance becomes effective, the Board of Supervisors shall set a public hearing during a regularly scheduled meeting of that Board to review the impacts, if any, of this Ordinance and consider any recommended modifications thereto”. The Ordinance became effective, April 19, 2018.
Staff would like to discuss the following items:

• Retail
• Design professional
• Conditional Certificate of Recognition
• Regional Water Quality Control Board Enrollment date
• Early Activation of Use
• Authority to Construct
• Property Management Plan
• License Type limitations per applicant and per parcel
• Exclusion Areas
• General Reformatting and clarification
Staff is seeking possible direction from the Board of Supervisors concerning possible amendments to the Lake County Zoning Ordinance.
