SUBJECT: Approve Amendment One to the Agreement for Engineering Services for Replacement of Bartlett Creek Bridge at Bartlett Springs Road (14c-0099) and Rehabilitation of Cache Creek Bridge at Bartlett Springs Road (14C-0107) in Lake County, CA, with Quincy Engineering, Inc., in the amount not to exceed $609,550 (an increase of $27,500) and authorize the Chairman to execute said Amendment

EXECUTIVE SUMMARY:
On January 26, 2016, the County of Lake entered into an agreement with Quincy Engineering to provide preliminary and final design, environmental services, right of way, bidding, and construction assistance services in order to replace the Bartlett Creek Bridge at Bartlett Springs Road (14C-0099) and rehabilitate the Cache Creek Bridge at Bartlett Springs Road (14C-0107).
As the design development has progressed, it has become necessary that for Bartlett Bridge (14C-0099): a) the roadway profile be revised as allowed by new Caltrans guidelines which will result in a lower construction cost, b) the Type Selection Report be updated, c) additional hydraulic analysis be performed per the lowered profile, d) a stand-alone Water Quality Technical Memorandum be prepared, and that for Cache Creek Bridge (14C-0107): a) a Section 4(f) compliance memo be prepared, b) additional survey and right of way research be performed to establish definitive property boundaries, c) additional sampling and testing be performed in order to establish a baseline for the project and address handling and disposal of the hazardous material during construction, d) the Natural Environment Study (NES) be updated to address the presence of bats and cliff swallows at the site.
