SUBJECT: (a) Waive the formal bidding process, per Ordinance #2406, Purchasing Code No. 38.2, making a determination that competitive bidding would produce no economic benefit to the County, and (b) Authorize the Public Works Director/Assistant Purchasing Agent to issue purchase orders for four (4) vehicles through the Statewide Bid Contract in the amount of $58,559.41 and to Matt Mazzei in the amount of $54,469.90

EXECUTIVE SUMMARY:
Contract is issued to the low bidders and the results are published and distributed to local agencies. Local agencies are given the opportunity to purchase these vehicles through the state at the same cost as the state.
Staff proposes the replacement of a total of four (4) vehicles. These vehicles will be assigned to the Central Garage Pool, with two (2) vehicles assigned to the Community Development Department, one (1) to the Agriculture Department and one (1) to Information Technology. A summary of the proposed replacements is attached.
In an effort to purchase vehicles locally, vehicle make and models are identified in the State Contract and this detailed information is delivered to our local dealership to solicit their proposals on suggested or equivalent vehicles. Acceptable proposals were received from Matt Mazzei on two (2) vehicles.
We recommend that the Board of Supervisors (a) waive the formal bidding process, per Ordinance #2406, Purchasing Code No. 38.2, making a determination that competitive bidding would produce no economic benefit to the County; and, (b) authorize the Public Works Director/Assistant Purchasing Agent to issue Purchase Orders for procurement of two (2) vehicles under the statewide contract in the amount of $58,559.41 and two (2) vehicles to Matt Mazzei in the amount of $54,469.90.
