SUBJECT: (Sitting as LACOSAN, Board of Directors) Adopt Resolution Authorizing and Designating Special District's Administrator, or her Designee, to Sign and Submit a Funding Agreement Application and any Amendments thereto for funding under the State Water Resources Control Board for Improvements and Upgrades at the Middletown Wastewater Treatment Plant
EXECUTIVE SUMMARY:

The Middletown Wastewater Treatment Plant is in need of upgrades, repairs and modernization. A Planning Grant from State Water Resources Control Board was obtained and funded engineering and design of the needed upgrades. The preliminary design is complete and we are applying for grant funds to complete the repairs, upgrades and improvements.

Our application is for $4,751,250 but the resolution is for an amount not to exceed $6,000,000 to allow for increases if they are needed to accommodate higher than expected bids or any other reason.

The district was deemed moderately disadvantaged in a door to door survey we conducted last summer which would have allowed for a funding award with 80% grant and 20% cash match, however, the State of California updated the State Medium Household Income (MHI) in 2019 and the Sate MHI has increased, which qualifies the district as severely disadvantaged. With this change, we are hoping for a 100% grant to cover these needed upgrades and repairs.

The attached resolution does specify "authorization to sign the financing agreement" as that is the SWRCB required language for the application resolution, but per our own policies and procedures, if the application is successful and a funding award is issued, I will bring the exact amount and all terms back to your Board for approval to accept.
