SUBJECT: Adopt Resolution Delegating to the County Public Works Director the Ministerial Authority to obtain certain temporary construction easements up to $10,000 required for Clayton Creek Road at Clayton Creek Bridge Replacement Project

EXECUTIVE SUMMARY:
On February 28, 2017, the County of Lake entered into an agreement with Quincy Engineering to provide preliminary and final design, environmental services, right of way, bidding, and construction assistance services in order to replace the Clayton Creek Bridge at Clayton Creek Road (14C-0031) in Lake County, CA.
The Clayton Creek Bridge on Clayton Creek Road is slated for construction in 2020, pending the availability of federal funds. In order to obtain the required temporary construction easements for the project, authorization must be provided to the County's consultant, Quincy Engineering, to proceed. The assessor's parcel numbers for the affected parcels are APNs 012-044-070, 012-030-060, and 012-044-09-00.
This project is 100% funded for construction with state and federal funds. The Federal Highway Administration (FHWA) and Caltrans offer Federal Highway Bridge Program (HBP) funds and California Toll Credits to eligible projects. The FHWA, in an agreement with Caltrans, provides for the use of toll credits in lieu of local matching funds.
Recommendation
Staff recommends that the Board of Supervisors approve the resolution delegating to the County Public Works Director the ministerial authority to obtain temporary construction easements from certain parcels (APNs 012-044-070, 012-030-060, and 012-044-09-00) and authorize the Chair to sign said resolution.
