SUBJECT: Consideration of Amendment Two to the Agreement between the County of Lake and Lake Family Resource Center (LFRC) for the Provision of the FEMA Based Immediate Services Program and Known as Cal Hope for Fiscal Year 2018-19 and Fiscal Year 2019-20 for an increase of $488,976.42 and a new contract maximum of $642,254.66, and authorize the Chair to sign
EXECUTIVE SUMMARY: During the Mendocino Complex fires known also as the River Fire and the Ranch Fire and continuing through the aftermath and the recovery phase, Lake County Behavioral Health Services (LCBHS) was called to action under an emergency basis to coordinate a response to help with the wellbeing of all individuals who lost their homes. Urgency was further compounded as a great need was also expressed by school officials. The destruction of the Mendocino Complex Fire created a situation that threatened the wellbeing of the most vulnerable of our population and spurred action in obtaining the contractor's services necessary to mitigate and reduce the occurrences of Post-Traumatic Stress symptoms.

BACKGROUND AND DISCUSSION: As the County has secured the Immediate Services Program (ISP) and the Regular Services Program (RSP) funding provided by FEMA which provides for services immediately following a federal disaster declaration, it is necessary to utilize the services of another agency within the county to provide services to Lake County residents affected by the federally declared major disaster.

Since LFRC has the immediate capacity and has been offering these type of services, LCBHS would like LFRC to continue to offer the same services through the remainder of the RSP term.
