SUBJECT: (Sitting as the Lake County Air Quality Management District Board of Directors) - Adopt Resolution Authorizing Participation in the FARMER Program, and Authorizing the APCO to Sign All Program Documents

 

EXECUTIVE SUMMARY: The FARMER (Funding Agricultural Reduction Measure for Emission Reductions) program was created in FY 2017-2018.  This is the first year of this program, and as there are several projects with potential to qualify for grant funding, the LCAQMD needs to be authorized to participate in the program for those projects to be considered.  The program is currently being managed for the State of California by the Placer County Air District.  By authorizing this program the LCAQMD will enter into an MOU with the Placer County APCD (See attached MOU) and will enter into grant agreements with the project applicants that are awarded grants.
