MEMORANDUM

TO:                                           Board of Directors

FROM:                      Doug Gearhart, Air Pollution Control Officer

DATE:                      May 14, 2019

SUBJECT:                      (Sitting as the Lake County Air Quality Management District Board of Directors) - Adopt Resolution Authorizing Continuing Participation in AB 617 Community Air Protection Program, and Authorizing the APCO to Sign and Execute the Grant Agreement and All Program Documents

EXECUTIVE SUMMARY: This AB617 Grant program provides funding to support selecting locations and deploying community monitoring systems, deploying fenceline monitoring, developing rule updates for Best Available Retrofit Control Technology, and other activities in support of the Community Air Protection Program goals of AB 617.  The Air District has started deploying low cost particulate sensors at schools to help with wildfire smoke impact forecasting as well as other impact to schools.  Additional monitors and low cost meteorological stations will be deployed with the particulate sensors to improve the network.  Additional work will be enabled with the funding allocated for Lake County should continued participation be approved.  These programs do require significant staff time to complete the numerous reports required by the State, but the local benefit of additional monitoring capacity and community level information is a significant benefit.
