SUBJECT: a) Waive the formal bidding process per Ordinance #2406, Purchasing Code 38.1, as cost of service has not increased; b) Approve Contract between the County of Lake and Industrial Employers and Distributors Association for Public Authority Labor Negotiations in the amount of $22,588, from July 1, 2019 to June 30, 2020 and authorize the Chair to sign.
EXECUTIVE SUMMARY:
Lake County Department of Social Services (LCDSS) requests to waive the formal bidding process because the cost of service has not increased, therefore it is not a beneficial choice to change contractors at this time. Industrial Employers and Distributors Association (IEDA) has provided In-Home Supportive Services (IHSS) Public Authority Labor Negotiations for many years. IEDA works with the LCDSS Director and IHSS Public Authority Board of Directors on matters pertaining to employment conditions and employer-employee relations. They have proved to be more than competent to provide the necessary services at a competitive price, which has not increased since 2011. Additionally, IEDA provides labor negotiation services to many other public agencies in California. This contract will renew services for fiscal year 2019-2020.
