SUBJECT: Approve the Agreement between the County of Lake and Curren Consulting for Staff Augmentation Services for Department of Public Works Projects in the amount not to exceed $100,000 and authorize the Chair to sign

EXECUTIVE SUMMARY:

The Road Repair and Accountability Act of 2017 (SB 1) is anticipated to provide additional revenues to the County for repair and rehabilitation of its transportation infrastructure. The County plans to utilize these funds, as well as, other available federal, state, and local funds, to improve its transportation infrastructure. The development and implementation of effective pavement repair and rehabilitation alternatives may, periodically, require certain expertise which the County may wish to supplement through consultant services. Such expertise may be required in assisting with prioritization and planning process, evaluating various rehabilitation/restoration alternatives and develop a recommendation for the most appropriate alternative, developing a pavement design for the selected alternative, reviewing the in-progress design plans and the final Plans, Specifications & Estimate (PS&E) package, providing technical assistance during the construction phase, performing periodic site visits during the construction phase.
Therefore, on January 16, 2019, the Department of Public Works issued a Request for Qualifications (RFQ) for Staff Augmentation Services for Department of Public Works Projects.
Statements of Qualifications (SOQs) were received from Curren Consulting and GHD Inc. as a result of the solicitation. A Consultant Selection Board reviewed the SOQs in accordance with Caltrans Local Assistance Procedures Manual (LAPM), Chapter 10, and the County of Lake policy for review and selection of professional consultants, and ranked Curren Consulting as the more-qualified firm.
