SUBJECT: Consideration of Response to the 2018-19 Grand Jury Special Report
EXECUTIVE SUMMARY:
As your Board is aware, the Lake County Civil Grand Jury is an examining and investigative body that makes recommendations to improve systems, procedures, and methods of operations. A final report is created on an annual basis, documenting their Findings and Recommendations.
Your Board will recognize that delivery of this particular report, and therefore discussion of your response, comes at an uncustomary interval. The 2018-19 Civil Grand Jury believed the substance of the Findings and Recommendations documented in this Special Report required urgent action, and Judge Andrew S. Blum authorized its early release March 14, 2019. The attached response has thus been prepared to meet the 90-day statutory deadline.
Guidelines for responses are provided in the California Penal Code, sections 933 and 933.05. Appointed Department Heads are invited to respond, whereas elected officials, including your Board, are required to respond. Continuing their 2017-18 practice, the Grand Jury has required your Board to respond to specifically annotated Recommendations, as opposed to all Findings and Recommendations for this Report.
The response drafted for your consideration reflects information provided by the Department of Public Works, and reviewed by Administrative staff.
