SUBJECT: Approve Contract between the County of Lake and Lake Family Resource Center for Cal-Learn Teen Parenting Services in the amount of $38,899.00, from July 1, 2019 to June 30, 2020 and authorize the Chair to sign.


EXECUTIVE SUMMARY:
For multiple years now, Lake Family Resource Center and Lake County Social Services have contracted together to provide necessary services and resources to teen parents to help assist and encourage high school graduation or the equivalent. Pregnant and parenting teens, who receive CalWORKs, are under the age of 19, live in the same household as their child, have not yet graduated from high school or the equivalent, and are not currently in foster care, are required to participate in the Cal-Learn program. In fiscal year 17/18, there were 15 program participants, and in fiscal year 18/19, there were 10 program participants. This trend is positive as it means there are less parenting youth in the community. Services offered to Cal-Learn participants are: intensive case management, supportive services like childcare, transportation, and education expenses, and bonus/sanctions to encourage academic success. Lake Family Resource Center will provide the services to help meet the overall goal that teen parents will graduate from high school or an equivalent with skills and knowledge to move toward self-sufficiency, including demonstrating nurturing parenting, a healthy lifestyle, and family stability.
