SUBJECT: Approve Amendment Two to Agreement between the County of Lake and Helix Environmental, Inc. (formerly Foothill Associates) for Proposition 68 Statewide Park Development and Community Revitalization Program Support Services in the amount of $57,125 and authorize the Chair to sign
EXECUTIVE SUMMARY: The Public Services Department is applying for three separate grants through the California Department of Parks and Recreation, Proposition 68 Statewide Park Development and Community Revitalization Program. The intent of the program is to create new parks, or develop new recreation opportunities in existing parks, located in critically underserved communities.

Earlier this year the County entered into an agreement with Helix Environmental, Inc. (formerly Foothill Associates) to assist staff with the public outreach campaign and the preparation of conceptual park improvement designs for Middletown Trailside Park, Kelseyville Community Park, and Hammond Park in Nice. The concepts have progressed to the point that the necessary environmental review can be performed in accordance with the California Environmental Quality Act (CEQA). After consultation with the Community Development Department, additional studies are necessary to complete the CEQA Initial Study and anticipated Mitigated Negative Declaration for the proposed improvements at Middletown Trailside Park. The studies include a Cultural Resources Assessment, Biological Resources Assessment, and a Wetland Delineation. Amendment Two allows for the completion of these studies.
