SUBJECT: Consideration of proposed Agreement for Construction of Anderson Springs Sewer Project (Private Property Improvements) between Lake County Sanitation District (LACOSAN) and Mercer-Fraser Company of Eureka, CA

EXECUTIVE SUMMARY: Bids were opened for the second phase of the Anderson Springs sewer district improvement project on June, 3, 2019. Two bids were received, bid tabulation attached for reference. The apparent low bidder is Mercer-Fraser Company of Eureka, CA. Staff has reviewed the bid as well as the contractor's qualifications. The complete project is being funded by a Community Development Block Grant, State Water Resources Control Board funding, and USDA funding. The agreement has been structured in two components to account for different funding sources on this phase of the project. The sum total of the agreements is equivalent to the contractors line item total bid of $1,957,395.00.
Staff recommends awarding the project to Mercer-Fraser Company of Eureka, CA and authorizing the chair to sign the agreement and the Administrator to issue the Notice of Award.
