SUBJECT: Consideration of an Agreement Between the City of Clearlake, City of Lakeport and the County of Lake Relative to Operation of a Local Public, Educational, Governmental (PEG) Cable Television Channel
EXECUTIVE SUMMARY:
As your Board is aware, the County and the Cities of Clearlake and Lakeport entered into an Agreement to operate a local Public, Educational, Governmental (PEG) cable television channel November 17, 2015. This Agreement was extended by Amendment in 2018, and is set to expire Sunday, June 30.
Your Board is also aware that staff worked with the Cities and PEG toward a new Agreement during the course of Fiscal Years 2017-18 and 2018-19. Those efforts have resulted in the Agreement attached here for your Board’s consideration. Many of the updates were clarifications of existing principles, including financial records requirements.
Most substantively, this Agreement adds Performance Measures, which were created in collaboration with the Cities to reflect largely long-term PEG priorities. The Lake County PEG TV Board is responsible to implement the Performance Measures.
Staff recommends your Board approve the new Agreement, and authorize the Chair to sign. The Agreement will likewise be executed by the two City Councils.

Amount Budgeted: $15,000 (FY 19-20 Payment Anticipated March 2020)

FISCAL IMPACT (Narrative): Per the terms of the Agreement, the County of Lake has provided $15,000 annually toward PEG operating expenses.

RECOMMENDED ACTION: Approve the Agreement between the County of Lake, City of Clearlake and City of Lakeport relative to the operation of a local Public, Educational, Governmental (PEG) cable television channel, and authorize the Chair to sign.
