SUBJECT: Consideration of A) Waiving the formal bidding process as it would produce no economic benefit to the County; and B) Authorizing the Public Services Director to issue a purchase order to Leete Generators for $70,907.31 for a standby emergency generator for the Department of Social Services office located at 15975 Anderson Ranch Parkway, Lower Lake; and C) Approving Budget Transfer in Budget Unit 5011, Social Services Administration, to Object Code 62-74 to Purchase and install a 350kW generator in the amount of $175,000
EXECUTIVE SUMMARY:
The current standby power generation capacity for the Anderson Ranch office of Social Services is only sufficient to provide short-term power for minimal Information Technology functions to issue emergency benefits. As the Lake County Social Services has become informed of Public Safety Power Shut offs planned by PG&E and assessed the emergency needs of the department, staff have researched what would be necessary to expedite the provision of standby power. Staff have been informed that a generator would be available for installation within 3-5 weeks if ordered immediately prompting this request., Should the Board determine that expediting the provision of standby power is a high priority, I am requesting that the Board make a determination that competitive bidding is not in the public’s interest because of the unique availability of the equipment, and that competitive bidding is not likely to provide an economic benefit to the County.
Furthermore, I am requesting that that the Board authorize the Public Services Director to issue a purchase order to Leete Generators for $70,907.31. Finally, I am requesting that your Board approve a budget transfer in budget unit 5011, Social Services Administration, to facilitate the purchase, site preparation and installation of a 350kW generator in the amount of $175,000 for the Social Services office located at Anderson Ranch. The requested budget transfer is $104,092.69 higher than the initial cost of the generator to cover all potential expenses for installation and possible unforeseen costs.

RECOMMENDED ACTION: Staff recommends that the Board of Supervisors:
A) Waive the formal bidding process as it would produce no economic benefit to the County.
B) Authorize the Public Services Director to issue a purchase order to Leete Generators for $70,907.31 for a standby emergency generator for the Department of Social Services office located at 15975 Anderson Ranch Parkway, Lower Lake.
C) Approve Budget Transfer in Budget Unit 5011, Social Services Administration, to Object Code 62-74 to Purchase and install a 350kW generator in the amount of $175,000.
