MEMORANDUM
TO: Board of Supervisors
FROM: Lars Ewing, Public Services Director
DATE: July 9, 2019
SUBJECT: Consideration of the Provision of Backup Power at County Buildings
EXECUTIVE SUMMARY:
As your Board is aware, only certain County-owned or County-operated facilities are currently equipped with standby power generation capabilities sufficient to sustain day-to-day operations when prime power is not available. At the request of your Board, the Space Committee convened on June 27th to discuss additional facilities to potentially be equipped with standby generator power as recommended by the applicable county departments. Additionally the committee received presentations from department staff about possible funding sources available for generators proposed at their facilities. Furthermore, for departments that have operations spread out over multiple locations, the committee also discussed options for temporary consolidation into a single facility that will have, or could soon have, standby power generation capability in the event of a sustained power outage.
Consequently the Space Committee recommends the provision of backup power at the following County offices:
- Agriculture Center, 883 Lakeport Blvd, Lakeport
- Animal Control, Helbush Drive, Lakeport
- Behavioral Health, 7000B South Center Drive, Clearlake
- Child Support Services, 3980 Gard Street, Kelseyville
- Social Services, 15975 Anderson Ranch Parkway, Lower Lake
- Victim Witness, 420 Second Street, Lakeport
In light of differing funding sources and budget organizations, each department proposing a backup generator has prepared a separate memorandum justifying their needs as well as recommending the necessary budget adjustments to accomplish the project.
