SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Redwood Community Services, Inc. for the MHSA Transitional Age Youth (TAY) Drop-In Center for Fiscal Year 2019-20 for a contract maximum of $61,200 and authorize the Board Chair to sign the Agreement.

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Redwood Community Services, Inc. for MHSA Transitional Age Youth (TAY) Drop-In Center for Fiscal Year 2019-20.

BACKGROUND AND DISCUSSION: The Transitional Age Youth Peer Support Program has been in operation for several years now. Lake County Behavioral Health Services (LCBHS) and Redwood Community Services, Inc. have continued to collaborate and work together to serve Transitional Age Youth residing in Lake County. The TAY Drop-In Center is located at 154 S. Main Street, Lakeport, CA 95453 and is operating under the name of "Harbor".

As LCBHS has had an ongoing relationship with Redwood Community Services, Inc. in order to provide the type of services covered by this Agreement. Changing providers would mean Lake County Medi-Cal beneficiaries would have to sever current therapeutic relationships which could lead to the exacerbation of the client's symptoms and behaviors, which may potentially lead to a higher, more expensive level of care. Therefore, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is no in the public interest due to the unique nature of goods or services.
