SUBJECT: Approve Agreement between the County of Lake and Far Western Anthropological Research Group, Inc. for Archaeological Services for the FEMA FMAG 1 & FMAG 2 Culvert Replacement Project is Lake County, CA, in the Amount Not to Exceed $75,756.15, and Authorize the Chair to Sign.

EXECUTIVE SUMMARY:
On January 18, 2019, the Department of Public Works issued a Request for Proposals (RFP) for Archaeological Services for the preparation of a Cultural Resources Monitoring Plan, environmental training, construction monitoring and avoidance measures, and preparation of the final Cultural Resources Monitoring Plan Implementation Report on the FEMA FMAG 1 & FMAG 2 Culvert Replacement Project.

Proposals were received from twelve firms as a result of the solicitation. A Consultant Selection Board (CSB) reviewed the proposals in accordance with Caltrans Local Assistance Procedures Manual (LAPM), Chapter 10, and the County of Lake policy for review and selection of professional consultants, and ranked Far Western Anthropological Research Group first. Staff negotiated the proposed fee with Far Western Anthropological Research Group and they have agreed that the fee for their services will not exceed $75,756.15.

The project is funded through a combination of Federal FEMA Fire Management Assistance Grant (FMAG) and Local funds. The project is 100% funded through construction with federal, and local funds.

Staff recommends that the Board of Supervisors approve the Agreement for Archaeological Services for the FEMA FMAG 1 & FMAG 2 Culvert Replacement Project with Far Western Anthropological Research Group, Inc. in the amount not to exceed $75,756.15 and authorize the Chair to execute said Agreement.
