SUBJECT:                     (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2019-20 for a contract maximum of $50,000 and authorize the Board Chair to sign the Agreement.

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Willow Glen Care Center for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2019-20. 

 

BACKGROUND AND DISCUSSION:  Willow Glen Care Center operates multiple facilities including Adult Residential Facilities and Mental Health Rehabilitation Centers.  Within Willow Glen Care Center’s group of facilities, Lake County Behavioral Health Services (LCBHS) uses the following facilities:  Willow Glen Care Center, Redwood Creek Community Living Center, Rosewood Care Center, and Sequoia Psychiatric Treatment Center.

 

Redwood Creek Community Living Center and Rosewood Care Center is licensed by the State of California and provides adult residential services for clients referred by LCBHS by providing structured services and activities including recovery services, crisis prevention, and medication and program management, 24 hours per day, seven days per week The daily patch rate for placement at these facilities is $130 per day per resident.

 

Willow Glen Care Center and Rosewood Care Center are licensed and certified by the California Department of Health Care Services under the California Code of Regulations, Title 9, Division 1, to provide residential and rehabilitation services.  These facilities will serve adults ages 18 and older who do not require a higher level of acute psychiatric care, but require stabilization of their mental health condition and temporarily require a higher level of care than a licensed residential or independent living facility can provide.  The daily patch rate for placement at this facility is $130 per day per resident.

 

Sequoia Psychiatric Treatment Center (SPTC) is a locked, 16 bed Mental Health Rehabilitation Center (MHRC) which is licensed and certified by the California Department of Mental Health under the California code Regulations, Title 9, Division 1, to provide residential and rehabilitation services.  This facility will service mentally ill adults ages 18 and older who do not require a higher level of acute psychiatric care, but require stabilization of their mental health condition and temporarily require a higher level of care than licensed residential or independent living.  The daily patch rate for placement at this facility is $310 per day per resident.

 

As LCBHS clients are currently placed at this facility and as it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find new placement for these clients.  In addition, changes in placement could cause the exacerbation of the client’s symptoms, which could potentially result in moving the client to a higher, more expensive level of care.  Therefore, LCBHS is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.

FISCAL IMPACT (Narrative): The total amount budgeted for Adult Residential Facilities is $825,000 and the total amount budgeted for Mental Health Rehabilitation Centers is $575,000.  LCBHS is requesting approval of the Agreement with Willow Glen Care Center for Fiscal Year 2019-20 for a contract maximum of $50,000.  Of the $50,000 contract maximum, $10,000 each will be allocated to Sequoia Psychiatric Treatment Center, Willow Glen Care Center, and Redwood Creek Community Living Center, and $20,000 will be allocated to Rosewood Care Center for a total contract maximum of $50,000.
