SUBJECT: Consideration of (a) Waiving the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approval of the Agreement between the County of Lake and Crestwood Behavioral Health for Adult Residential Support and Specialty Mental Health Services for Fiscal Year 2019-20 for a contract maximum of $800,000 and authorize the Board Chair to sign the Agreement

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Crestwood Behavioral Health for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2019-20.

BACKGROUND AND DISCUSSION: Crestwood Behavioral Health has numerous facilities throughout the State of California and serves multiple Lake County Medi-Cal beneficiaries. Crestwood Behavioral Health facilities include Psychiatric Health Facilities (PHFs), Skilled Nursing Facilities (SNFs), Mental Health Rehabilitation Centers (MHRCs), Adult Residential Facilities (ARFs), Community Programs, and Residential Facilities for the Elderly where clients are offered a continuum of care and treatment from traditional psychiatric services to innovative recovery programs geared toward community reintegration.

As LCBHS has clients placed at numerous Crestwood facilities and as it is our goal to keep Lake County clients at the lowest level of care possible, it would require extensive work to find new placement for these clients. Changes in placement could cause the exacerbation of the client's symptoms, which could potentially result in moving the client to a higher, more expensive level of care.
