SUBJECT: Consideration of the Award of Bid for the FEMA FMAG Culvert Replacement No. 1 & No. 2 Project, Bid No. 19-01, to Coleman Environmental Engineering, Inc. in the Amount of $649,497.50, and Authorize the Chair to Sign the Notice of Award and Execute the Contract
EXECUTIVE SUMMARY:

The Purchasing Department publicly opened bids for the subject project on, Thursday June 13, 2019. Nine (9) bids were received and the lowest responsible bidder was Coleman Environmental Engineering, Inc., of Upper Lake, CA. Please refer to the attached bid tabulation.
The project is 75% funded by FEMA Hazard Mitigation Grant Program funds and 25% from County matching funds.
The scope of the project is to upsize or improve 29 culverts in the Valley Fire burn area. Project will consist of removing and/or upgrading existing culverts and end treatments, minor grading of existing drainage ditches, erosion control and site paving to replace removed HMA surfacing.
Staff recommends that the Board of Supervisors award the Contract for the FEMA FMAG Culvert Replacement No. 1 & No. 2 Project to Coleman Environmental Engineering, Inc. in the amount of $649,497.50 and authorize the Chair to execute the Agreement and execute the attached Notice of Award.
