SUBJECT: Approve the Building and Rooftop Space License Agreement between County of Lake and Cellco Partnership, d/b/a Verizon Wireless; and authorize the Chair to sign
EXECUTIVE SUMMARY: Attached for your review and approval is the Building and Rooftop Facility Space License Agreement between the County of Lake and Cellco Partnership, d/b/a Verizon Wireless at 255 N. Forbes St. Lakeport, CA 95453.

For background purposes, during the winter storms of 2017, Verizon - at the request of the City of Lakeport OES and in coordination with the County of Lake - placed an emergency temporary "Cell on Wheels" in the large parking lot west of the District Attorney building to improve Verizon's cellular service in the downtown Lakeport flood area. Recognizing the benefits of the improved communication capabilities to the area, Verizon pursued a permanent solution in the downtown Lakeport area and initiated discussions with County staff for the use of available courthouse roof space for that purpose. Verizon has been occupying courthouse roof space under a temporary license agreement since August 22, 2017.

The permanent agreement, which has a five-year term, allows Cellco Partnership, d/b/a Verizon Wireless to occupy courthouse roof space to accommodate communications equipment. The City of Lakeport has reviewed and approved the building permit which is shown as Exhibit "D" as the final scaled diagram of premises within property. The agreement sets forth the procedures for entering the premises under the shared occupancy agreement as shown in Exhibit "D".
