SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Redwood Community Services, Inc. for the Transitional Age Youth (TAY) Peer Support Program for Fiscal Year 2019-20 for a contract maximum of $40,000 and authorize the Board Chair to sign the Agreement.

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Redwood Community Services Inc. (RCS) for Transitional Age Youth (TAY) Peer Support Program for Fiscal Year 2019-20. Under this Agreement, Lake County Behavioral Health Services (LCBHS) is obligated to pay a maximum contract amount of $40,000.

BACKGROUND AND DISCUSSION: The Transitional Age Youth Peer Support Program has been in operation for several years now. LCBHS and RCS, Inc. have continued to collaborate and work together to serve Transitional Age Youth in Lake County. The TAY Program is located at 154 S. Main Street, Lakeport, CA 95453.

LCBHS has had an ongoing relationship with RCS, Inc. in order to provide the type of services covered by this Agreement. Changing providers would mean Lake County Med-Cal beneficiaries would have to sever current therapeutic relationships which could lead to the exacerbation of the client's symptoms and behaviors, which may lead to a higher, more expensive level of care. Therefore, LCBHS is requesting to waive the formal bidding process pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of good and services.
