SUBJECT: Adopt Proclamation Designating the Month of September 2019 as National Alcohol and Drug Addiction Recovery Month
EXECUTIVE SUMMARY: Designating the Month of September 2019 as NATIONAL ALCOHOL AND DRUG RECOVERY MONTH
WHEREAS, behavioral health is an essential part of health and one's overall wellness; and substance use disorders (SUD) represent clinically significant impairment caused by the recurrent use of alcohol and drugs including health problems, disability, and failure to meet major responsibilities at work, school, home and community. Substance use disorders has become a major public health concern that has negatively affected millions of Americans of all ages, races, and ethnic backgrounds which has great impact on the medical health field, societal and economic cost; and
Whereas, substance use disorders are a treatable illness, and people in recovery strive to achieve healthy lifestyles physically, mentally, emotionally and spiritually, and contribute in positive ways that are significant and valuable to individuals, families, and the community at large; and
Whereas in 2018 an estimated 450 persons age 12 and over sought treatment services at Lake County Behavioral Health Services for substance use disorders with over 550 persons having been assessed for a substance abuse problem; and
Whereas, we must encourage relatives and friends of people with substance use disorders to implement preventive measures, recognize the signs of a substance abuse problem, and guide those in need to appropriate treatment and recovery support services; and
NOW, THEREFORE, BE IT PROCLAIMED that the Board of Supervisors of the County of Lake does hereby designate the month of September 2019 as National Alcohol & Drug Recovery Month in Lake County.
