SUBJECT:                     Potter Valley Project - Consideration of Resolution of Intent to Participate in a Consortium Formed to Address the Region's Water Supply and the Native Anadromous Fisheries in the Eel River and the Upper Russian River

EXECUTIVE SUMMARY:

 

At the meeting of your Board on August 20, 2019, you considered a draft resolution signifying your desire to participate in a consortium of public entities working together to resolve issues relating to the Potter Valley Project.

 

Although your Board approved the resolution with certain amendments, it appears that a further change in language is advisable.  The change in language would replace “endangered salmon species” with “fisheries” and/or “native anadromous fisheries”.  Additionally, the co-equal goals of the Two-Basin Solution are both briefly stated, rather than referenced in another document.  These changes should ensure greater consistency with the resolutions of other participating entities.

 

If your Board is in agreement with the language of this resolution, it may be offered for passage.  Passage of this resolution will supersede and replace the prior resolution.
