SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; (b) Reconfirm Agreement for Medical Services in Lake County's Detention Facility with California Forensic Medical Group in the amount of $2,745,582 for FY 2019-2022
EXECUTIVE SUMMARY:
This item came before your Board on August 27, 2019 and the request to waive the formal bidding process was not included. I am asking that you approve this request and reconfirm the agreement.
California Forensic Medical Group (CFMG) has contracted with Lake County for jail medical services since January 1, 1996.
This Agreement is for Fiscal Years 2019-2022. The renewal price for FY2019-2020 under this proposal would be $2,745,582.
The quarterly per diem compensation charge of $4.50 should the population be more than 315 per day in a quarter, decreases from $5.91, as does the per diem reduction charge if the daily combined adult population averages in any calendar quarter during the term of the agreement of less than 315 per day.
At no additional cost to the County, CFMG will increase their medical/surgical financial liability from $22,000 to $25,000 and the CFMG financial liability for AIDS Drug Assistance Program (ADAP) inmates will increase from $12,000 to $15,000.
