SUBJECT: Consider Changes in the In-Home Supportive Services (IHSS) Advisory Committee Bylaws.
EXECUTIVE SUMMARY:
The Lake County IHSS Advisory Committee is asking the Board of Supervisors to approve the proposed changes to their bylaws, which include compensation for attending members. The Committee would like to issue a $25.00 stipend per meeting to all attending members. In 2010, the IHSS Advisory Committee voted to request approval of these terms; however, your Board did not take action because the State budget was not yet adopted and funding for the Committee was uncertain. At the time of that discussion, your Board also expressed concern that other committees do not provide stipends for attending members. The IHSS Advisory Committee receives a specific allocation to support and maintain the costs associated with the suggested stipend. Although funding for the IHSS Advisory Committee has decreased over the last few years, the allocations have consistently been sufficient to cover the proposed costs. Providing this form of compensation may help to increase Advisory Committee attendance rates and member interest and retention.

FISCAL IMPACT (Narrative):
There is no county cost associated with the proposed changes in the bylaws. California Department of Social Services (CDSS) allocates funds for use by the IHSS Advisory Committee to enhance membership; at this time, that amount is $5,976.00 per year. There are presently five active members on the Advisory Committee, and eleven positions in total. To date, no special meetings have been called, and the Advisory Committee anticipates only the regular monthly meetings will be held.
