SUBJECT: (Sitting as Lake County Watershed Protection District, Board of Directors) Adopt Resolution Authorizing the Lake County Watershed Protection District to File Grant Application and Signature Authorization to Execute Agreement for a California State Parks Division of Boating and Waterways Quagga and Zebra Mussel Infestation Prevention FY 2018/19 Grant Titled Clear Lake QZ Mussel Prevention Implementation Project FY 2018-19 Project.
EXECUTIVE SUMMARY:
Staff is requesting the Board of Directors of the Lake County Watershed Protection District (District) approve a resolution authorizing the Water Resources Director to file a grant application and execute a grant agreement with the California State Parks Division of Boating and Waterways. This item is not anticipated to be controversial; therefore we are requesting this item be placed on the consent agenda.
The Lake County Watershed Protection District (LCWPD) proposes funding a project in the amount of $399,996.35 to achieve the following six tasks:
1. Continue funding at least ten boat ramp monitors for the two-year funding cycle.
2. Continue funding the current two boat ramp monitor coordinators for the two-year funding cycle.
3. Continue funding the current program/monitor coordinators, project coordinator, a project accountant and part time data entry staffer.
4. Send up to two monitors boat ramp monitors to a Pacific States Marine Fisheries Commission Watercraft Inspection Training, Level II, Inspection/Decontamination within the state and two coordinators to WIT III by the at Lake Mead, NV.
5. Continue outreach and education by replacing faded road and billboard signage, promoting the program and message on social media and other digital outlets, and conducting an outreach evaluation survey of water users on Clear Lake.
