EXECUTIVE SUMMARY:
The Information Technology Department is requesting permission to purchase professional services and cloud-based software hosting from Superion, LLC to replace the obsolete on-premises system.

BACKGROUND AND DISCUSSION:
The County of Lake uses Superion's Naviline product for financial planning and analysis as well as human resources functions. This software currently runs on server hardware that is housed on-premises, at the courthouse facility. In addition to the Naviline software, there are a number of in-house-built legacy applications that are used for various business processes. There has been concern for some time that the on-premises system was inadequate from a business continuity and supportability perspective. Through the Technology Governance Committee, it has been determined that migrating to Superion's cloud-based offering will allow the county to continue operating the Naviline software, while facilitating modernization of financial systems and business processes.
