SUBJECT: Approve Out-of-State Travel for Claudia Mendez and Crystal Martin, October 20, 2019-October 23, 2019 to the Leave No Victim Behind IV Conference in Las Vegas, NV.

EXECUTIVE SUMMARY:
In October of 2018, the Board approved Victim Witness Assistance grant monies to fund a Mass Victimization Advocate (MVA) position and in July 2019, Claudia Mendez filled that position. The purpose of the MVA is to ensure that if there was a mass victimization incident, victims and their families would have immediate access to services provided through Victim Witness, including but not limited to; counseling, resource referral, financial assistance with medical bills and/or funeral burial and information for victims and families regarding any related criminal case.

The MVA is tasked with reviewing local government, school and hospital protocols and to work closely with those entities to bridge any gaps in services. She is also tasked with attending Cal OES trainings relevant to mass victimization incidents. Our office is working on Memorandums of Understanding with 13 counties in our region to ensure assistance and deployment of advocates if needed. It is imperative that Program Administrators and Directors attend trainings along-side the MVA so that they can direct and supervise personnel should they be deployed locally or to another county. Victim Witness Assistance Grant will reimburse for training, travel and lodging for the MVA and the Program Administrator.

LEAVE NO VICTIM BEHIND CONFERENCE 2019 is sponsored by the California Compensation and Government Claims Board but will be taking place at the Conference Center of Las Vegas in Las Vegas, Nevada around the anniversary of the Route 91 Harvest Festival shooting. The intention of conference organizers is to allow participants to share in memorial and remembrance services.
