SUBJECT:                      (Sitting as Lake County Watershed Protection District, Board of Directors) Adopt Resolution Authorizing Lake County Watershed Protection District to File Grant Application for the Scientific Study of the Scott's Creek Watershed.

EXECUTIVE SUMMARY:

 

Staff is requesting the Board of Directors of the Lake County Watershed Protection District (District) approve a resolution authorizing the Lake County Watershed Protection District to file a grant application through the California Wildlife Conservation Board, Proposition 1 Stream Flow Enhancement Program for funds to conduct a scientific study of the hydrology, biology, and chemistry of Scott’s Creek, it’s watershed, and it’s contribution to Clear Lake. This item is not anticipated to be controversial; therefore we are requesting this item be placed on the consent agenda.

 

In 2014, California voters approved Proposition 1, the Water Quality, Supply, and Infrastructure Improvement Act of 2014. Proposition 1 authorized California Legislature to allocate $200 million to the Wildlife Conservation Board (WCB) to fund projects that result in enhanced stream flows, these funds are distributed on a competitive basis through the Stream Flow Enhancement Program. The District is interested in using funds through Prop 1 to conduct a scientific study to better understand the hydrology of the Scotts Creek Watershed, the goal of the proposed study will be to identify ways Scotts Creek water quality and quantity could be enhanced for 1) Clear Lake Hitch habitat, 2) Flood protection in Scotts Valley and, 3) to identify the role that the Tule Lake wetland has on the watershed. 

 

Staff recommends that the Lake County Board of Supervisors, acting as the Board of Directors of the Watershed Protection District, approve the Proposition 1 Stream Flow Enhancement Program Grant application for a scientific study of Scott’s Creek for a grant amount not to exceed $500,000.
