SUBJECT: Approve Contract Between the County of Lake and The Regents of the University of California for Assistance with the California - Child and Family Services Review (C-CFSR) in the Amount of $39,500, from October 1, 2019 to November 30, 2020, and Authorize the Chair to Sign.
EXECUTIVE SUMMARY:
The University of California Davis Campus (UC Davis) will assist Lake County Department of Social Services (LCDSS) with the California - Child and Family Services Review (C-CFSR). The C-CFSR is a state mandated cyclical process that evaluates current Child Welfare and Probation systems, implements solutions to program weaknesses and barriers, and also includes ongoing review and monitoring of those solutions. The process is made up of three components, the County Self-Assessment, Peer Review, and a System Improvement Plan. Community partners and stakeholders provide input and feedback throughout the process as well. The C-CFSR is completed every five years, and in 2015 LCDSS did not contract out for these services. As your Board knows, turnover rates are high and many staff who participated in the last C-CFSR no longer work for the department or now hold different positions. UC Davis will help facilitate by providing hands on support and organization throughout the intensive process.
