SUBJECT: Consideration of Response to the 2018-19 Grand Jury Final Report
EXECUTIVE SUMMARY:
As your Board is aware, the Lake County Civil Grand Jury is an examining and investigative body that makes recommendations to improve systems, procedures, and methods of operations. A Final Report is created on an annual basis, documenting their Findings and Recommendations. You will recall earlier this year, your Board additionally considered an interim Special Report regarding our local airport.
Guidelines for responses are provided in the California Penal Code, sections 933 and 933.05. Appointed Department Heads are invited to respond, whereas elected officials, including your Board, are required to respond.
In this year’s report, the Grand Jury again noted your Board was required to respond to specifically annotated Recommendations, as opposed to all Findings and Recommendations for a selection of reports.
The attached response to the 2018-19 Grand Jury Final Report has been drafted for your consideration, and your final response must be submitted to Judge Blum no later than October 17. This draft culls information from Department Heads, and is responsive both to the requested form of the Grand Jury and the Penal Code.
