SUBJECT:                     (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of the goods or services, and (b) Approve the Agreement between the County of Lake and Pavement Recycling Systems, Inc. for the rehabilitation of Big Canyon Road in the amount of $142,800 and authorize the Public Works Director to sign the Agreement

EXECUTIVE SUMMARY:

The Lake County Department of Public Works (DPW) proposes to utilize a specialized contractor for the rehabilitation of a portion of Big Canyon Road and combine those services with the staff of DPW who will place a double chip-seal over the newly reconstructed roadway.  The contractor specializes in various forms of full-depth reclamation - including cement-treatment of the subgrade - which is the technique proposed for this project.  Due to the unique nature of the service, the remoteness of Lake County and the lack of contractors with similar abilities, and the nearing end of construction season staff recommends that your Board find that in accordance with Lake County Code Section 38.2, it is not in the public’s interest to competitively bid the project.

 

This project is being funded with revenues generated by Senate Bill 1 (SB1) which has programmatic goals of utilizing new technologies in the maintenance and rehabilitation of local streets and roads.  This will be the first project undertaken by DPW using this technique and utilizing a Contractor-County partnership in the completion of a road rehabilitation project.

 

Recommendation

The Board of Supervisors waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of the goods or services, and (b) Approve the Agreement between the County of Lake and Pavement Recycling Systems, Inc. for the rehabilitation of Big Canyon Road and authorize the Public Works Director to sign the Agreement.

FISCAL IMPACT (Narrative): Budget Unit 3011 (Road Department) appropriated $500,000 for the reconstruction of Big Canyon Road.  The cost of the contractor is a portion of the overall budget, and together with the County crew labor, equipment and materials, the total project should be completed for less than the budgeted amount.
