SUBJECT: Adopt Proclamation Designating Each Second Monday in October Indigenous Peoples' Day in Lake County, CA

EXECUTIVE SUMMARY:
The first residents of Lake County, greater than 12,000 years ago, were American Indians. Every facet of Lake County's history has been informed by the contributions of our seven indigenous Tribal Nations, Middletown Rancheria of Pomo Indians of California, Koi Nation of Northern California, Big Valley Band of Pomo Indians, Scotts Valley Band of Pomo Indians, Habematolel Pomo of Upper Lake, Robinson Rancheria of Pomo Indians of California and Elem Indian Colony.

Tribal leadership has played a critical role in Lake County's past and present, and will inform our collective future; our Board recognized the import of our relations and collaboration with Tribal partners in our Vision 2028 Statement.

As you may be aware, Indigenous Peoples' Day was first proposed to the United Nations more than forty years ago. In 2019, Lake County became the first United States County with two concurrently-seated American Indian Supervisors, and our Board is therefore uniquely positioned to appreciate the importance and value of honoring and celebrating the legacy of all of America's Indigenous Peoples, and particularly those indigenous to Lake County.

Considering all of this, it is our great privilege to jointly present this historic Proclamation Declaring each second Monday in October Indigenous Peoples' Day in Lake County.
