SUBJECT:                     (a) Waive formal bidding process, determining no economic benefit to the County; (b) Approve Purchase of Two (2) vehicles Chevrolet Equinox for BU 4011-Public Health Division and One (1) Chevrolet Express Cargo for BU 4012- Health Services Admin Division; and (c) Authorize the Health Services Director-Purchasing Agent to issue purchase orders and related documents

EXECUTIVE SUMMARY:  Annually, the State of California’s Procurement Division, complying with legal competitive bidding requirements, solicits vehicle bids throughout the State of California. A State Contract is issued to the low bidders and the results are published and distributed to local agencies. Local agencies are given the opportunity to purchase these vehicles through the state at the same cost as the state.

In an effort to purchase vehicles locally, vehicle make and models are identified in the State Contract and this detailed information is delivered to our local dealership to solicit their proposals on suggested or equivalent vehicles. Central Garage/Fleet Superintendent recommended subsequent awardee was, a local vendor, Matt Mazzei. At that time, Central Garage received bids from two (2) vendors, of which one (1) was local.  Matt Mazzei won the bid based on County purchasing policy.

Staff proposes the replacement of seven (3) vehicles. Two (2) of the vehicles are assigned to the Public Health Division, and one (1) to the Health Services Division. Two (2) vehicles were sold through County auction, and one (1) was given/transferred to BU 5321 Veterans Services Division.

We recommend that the Board of Supervisors waive the formal bidding process, per Ordinance #2406, Purchasing Code No. 38.2 making a determination that competitive bidding would produce no economic benefit to the County and authorize the Health Services Director-Purchasing Agent to issue Purchase Orders for procurement through the Statewide Bid Contract in the amount of $80,886.
