TO:                                          Board of Supervisors

FROM:                     Carol J. Huchingson, County Administrative Officer

DATE:                                          October 22, 2019

SUBJECT:                     Public Meeting to Consider Projects and Programs for Community Development Block Grant Funding applications under the Notice of Funding Availability for 2020

EXECUTIVE SUMMARY:

The federally funded Community Development Block Grant program is managed by the State Department of Housing and Community Development.  The purpose of the program is to provide funding to cities and counties to develop viable communities by provision of decent affordable housing, adequate infrastructure, and to expand economic opportunities for low- and moderate-income families.

The Department is in the process of preparing the next Notice of Funding Availability online application package to be let out in early January.  Based on workshops provided by the Department, we anticipate that up to $3,000,000 will be available per jurisdiction to fund projects and programs that meet the programs’ requirements.  The County will have the opportunity to apply for projects, like the Cobb Mountain Water Systems grant that was recently approved, based on when the project is ready during the year. Readiness means the NEPA work has been done, the engineering and design and budget work is finished, and the project is ready to proceed with requests for bids.  Applications for programs, like housing assistance or business assistance for example, will need to be completed within two months of the notice period and submitted for consideration on a competitive basis.

The purpose of the community meeting will be to present information about the CDBG program, what it can be used for, obtain community input, and to discuss projects and programs the board wants to pursue.  The meeting will be facilitated by the county CDBG consultant.
