SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Redwood Community Services, Inc. for the Lake County Wrap Program, Foster Care Program and Intensive Services Foster Care (ISFC) Program for Fiscal Year 2019-20 for a contract maximum of $850,000 and authorize the Board Chair to sign the Agreement.

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Redwood Community Services, Inc. for the Lake County WRAP Program, Foster Care Program, and the ISFC Program for Fiscal Year 2019-20. Under this Agreement, Lake County Behavioral Health Services (LCBHS is obligated to pay a maximum contract amount of $850,000.
BACKGROUND AND DISCUSSION: Redwood Community Services, Inc. (RCS) has continually served children and youth with mental health needs residing in Lake County, and those children and youth who are enrolled in Lake County Foster Care programs, as well as those who are enrolled in the Lake County WRAP Program. LCBHS continues to support Redwood Community Services, Inc. to provide Specialty Mental Health Services to Lake County Medi-Cal eligible children and youth.

As LCBHS has had a successful working relationship with Redwood Community Services, Inc. and would like to continue this working relationship in order to provide specialty mental health services, LCBHS is requesting to waive the formal bidding process pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.
