SUBJECT:                      Discussion and Consideration of Area Plan Updates

EXECUTIVE SUMMARY:

Staff has been requested to provide the Board of Supervisors a scope and timeline of potential area plan updates, including a discussion of the ability of Board members to organize community meetings for area plan development without County Staff involvement. Community meetings without County Staff may be valuable to a certain extent, as the community could provide research and insight to the Plans. Overall, staff prepares the plans and ensure that they are consistent with local regulations including the Lake County General Plan.

FISCAL IMPACT (Narrative):

Organization of community groups for area plan updates without staff involvement will not have any short-term fiscal impact, since County Staff will not be part of the meetings. Long-term, however, this process may have a negative impact, causing delays in the updates if the results from the community meetings are not consistent with the General Plan, or is lacking in other ways. Additionally, the Area Plan documents must go through the CEQA process. Historically, Environmental Impact Reports have been prepared for Lake County Area Plans.

Provide direction to staff concerning Area Plan updates and un-staffed community meetings.
